Electricity data exchange
According to the Electricity Market Act, the entire data exchange process in the Estonian open electricity market takes place through a data exchange platform, which must ensure an efficient data exchange process that takes into account the principles of equal treatment of market participants.
Estfeed Datahub
The new Estfeed Datahub is used for electricity market data exchange from 22 November 2024. Estfeed Datahub is open and accessible at https://datahub.elering.ee/. Administrators designated in the contract for use of the data exchange platform can log in, add other users, and create technical users to use the API. Elering’s data exchange platform Estfeed Datahub consists of a software and hardware solution that manages the exchange of electricity metering data between market participants, supports the process of switching electricity suppliers in the market, and stores metering data.
Estfeed Datahub encodes market participants operating in the Estonian electricity market as well as all metering points measuring the flow of electricity between market participants. Codification provides the basis for defining the rights of market participants as well as supply chains.
Estfeed Datahub ensures equal access to electricity consumption volumes and a quick procedure for switching suppliers for eligible market participants, taking into account the principles of equal treatment. The data exchange procedure, access to data, and rights/obligations for using the service are simple and understandable for market participants. The system operator must ensure the measurement, collection, verification and accuracy of metering data.
Regarding metering data, the transition to 15-minute data exchange takes place on 1 April 2025.
Estfeed Customer Portal
Through the Estfeed Customer Portal (https://estfeed.elering.ee/ ), all producers and consumers can access their production and consumption metering data. In addition, you can view your contract deadlines and share your metering data with other parties.

Estfeed Datahub users are allowed to use the system to exchange metering data and to transmit, store, change, supplement information related to electricity and network contracts and perform other operations.
The user is guaranteed the right to perform the following actions through the system: access to metering data, making queries, and other actions necessary for the exchange of data between market participants. The user is obligated to submit to Estfeed Datahub relevant data on the validity of network and sales contracts and metering data.
Access to the Estfeed Datahub is available to system operators, line owners, closed distribution network operators, producers, charging point operators, energy service providers, open suppliers and aggregators operating in Estonia, whose electricity production volumes need to be differentiated pursuant to the Electricity Market Act. To join the live environment of the system, the party enters into a contract for the use of the data exchange platform with Elering. The technical connection instructions are an integral part of the contract. Electricity market participants who have entered into a data exchange platform contract can access the Estfeed Datahub user interface at https://datahub.elering.ee.
The administrator specified in the contract can enter the system via TARA, the administrator can then add other users. A manual has been drawn up for adding regular users (in estonian).
You can then continue your work processes in Estfeed Datahub. If necessary, you can find help in the user interface manual (in estonian).

System operators are also responsible for transmitting metering point data and network contracts to Estfeed Datahub. Each system operator must have one open supplier for its losses.
The calculation of network loss of a system operator is as follows:
- Amount of active energy entering the system operator’s network: PINpp (electricity entered into the network from another system operator at boundary metering points)
- Amount of active energy exiting the system operator’s network: POUTclients (quantity of electricity transmitted to clients from the system operator’s own service area network)
- System operator’s network loss*: PLOSS VE = PINpp - POUTclients
- System operator’s balance = PINpp - POUTclients – PLOSS VE = 0
Calculating its own network losses is the responsibility of the system operator. The system operator transmits its network losses to Estfeed Datahub using a virtual metering point.
Adding a system operator’s portfolio contract for a balance area
An open supplier enters a portfolio contract for a system operator in Estfeed Datahub (at least seven days before the change of the calendar month). By adding a portfolio contract, all of the system operator’s boundary metering points (PINpp) will automatically move to the corresponding open supplier’s balance portfolio. Open suppliers are not required to add separate contracts to boundary metering points. In saying that:
- If an open supplier wishes to enter into an electricity contract for the system operator’s boundary metering point, the system will issue an error message.
- If a system operator designates a regular market participant (who is not a system operator) at a boundary metering point, the system will issue an error message.
- System operator’s boundary metering points can only have one open supplier.
Imbalance settlement of the system operator’s balance provider
Boundary metering points of a balance area for the system operator’s balance provider are:
- The system operator’s own boundary metering points (the system operator itself is a client), through which electricity enters the system operator’s network (so-called quantities calculated into the balance area);
- Metering points in the service area of a system operator where market participants have an open supply contract with another open supplier.
(Rule: the balance provider at the market participant’s metering point and the balance provider of the system operator at this metering point are different (so-called quantities calculated out from the balance area)).
From the start of the contract, Estfeed Datahub calculates the amount of electricity entering the open supplier’s balance area from all the boundary metering points of the system operator (data is included in the report “BH_OS”) and calculates the amounts as an aggregate amount that must be subtracted from the balance area (data is included in the report “BH_GO”). The entire amount derived remains in the portfolio of the system operator’s balance provider.
EIC codes
EIC codes
To identify the processes, objects and participants of the single European energy market, ENTSO-E has developed a unified coding system, EIC (Energy Identification Coding). The aim of the system is to ensure harmonised electronic data exchange in a situation where market participants have the opportunity to participate in different markets and system operators must exchange information about them among themselves and also with the market participants. Thus, the system allows coding of various objects in the energy market: market participants (producers, consumers, network undertakings), resources (production devices, LNG terminals, etc.), metering points, etc.
Coding is administered at two levels:
- The task of the Central Issuing Office (CIO) is to issue identification codes for local issuing centers (LIOs) (the first two digits in the EIC code), EIC codes for system operators or regions (e.g. Elering’s EIC code is 10X1001A1001A39W) and to manage them.
- Local issuing offices (LIOs) act as agents of the CIO, issuing EIC codes for various objects according to requests. In Estonia, Elering operates as an LIO.
EIC codes are 16 characters long and consist of uppercase letters of the English alphabet (AZ), numbers (0-9) and minus signs (-):
- 2-digit numeric code identifying the code issuer (38 for Elering)
- Character designating the object type:
- X – market participant (so-called X-code)
- Y – region (so-called Y-code)
- Z – metering point (so-called Z-code)
- W – resource (e.g. power-generating facility) (so-called W code)
- T – connection line (between different balance areas)
- V – location
- 12-digit identification code (letters, numbers, minuses)
- 1 check digit (letter or number)
As a local code centre, Elering issues EIC codes for the Estonian energy market:
- X-codes are issued to market participants in Estfeed Datahub;
- Z-codes are generated by Estfeed Datahub;
- W-codes are issued by
- Renewable Energy Service for solar panels – submit an application to [email protected];
- Energy Markets Department for the remaining power-generating facilities – the application is submitted by the project manager for connections;
- For the remaining code types, the code is issued by the Energy Markets Department – contact[email protected]
Important Estonian EIC codes are available in the tables in the files. All EIC codes related to the single European energy market are available on the ENTSO-E website.
Only EIC codes published on the CIO and LIO (Elering) websites are valid.

LIO is not liable for any damages (including direct, indirect, general, specific, incidental or consequential) caused by the inaccuracy or incompleteness of the data provided by a market participant applying for an EIC code.
