Estfeed Datahub is a data exchange platform for the electricity market that ensures efficient data exchange and equal treatment of market participants. Simply put, it is a platform where grid operators send consumption and production data, and through which authorized parties can access this data.
Estfeed Datahub has been in use in the electricity market since November 22, 2024. Previously, data exchange was handled through AVP. In the future, Estfeed Datahub is also planned to be used for data exchange in the gas market.
How can I get access to the Estfeed Datahub?

Energy companies with a legal basis can apply for access to the Estfeed Datahub. More information about different roles can be found here. To gain access, please fill out the contract template and send it back to us unsigned. After the contract is signed by both parties, access rights will be granted to the administrator specified in the contract.

How can I access the test environment?

We have created a Public-test environment for market participants to test their integrations. It is available at: https://public-test-datahub.elering.ee. To gain access to the test environment, please send a pre-filled test environment agreement (unsigned) to: [email protected]. A prerequisite for signing the test environment agreement is having a LIVE environment agreement.

To integrate with the API, the administrator specified in the contract must have access to the web interface and be able to create a technical user.

Access to the Estfeed Datahub is only granted to the administrator specified in the contract and users authorized by them. Please ensure that you have signed the AVP usage agreement.
How can I view my agreements?
How can I view my agreements?
Market participants have access to agreements where they are the owner of the metering point, the open supplier, or have been granted access via the customer portal.
In the web interface:
- agreements can be viewed by clicking on the menu item "Agreements".
- After that, it is possible to search for the correct agreement using various filters. If all fields are left empty, all agreements will be found.
- After clicking the "Search" button, it is also possible to click the "Download" button. This will download the agreements into Excel. A maximum of 40,000 agreements can be downloaded into Excel.
Agreements can also be searched via the API, which is described in more detail in the GitHub documentation.
How to terminate an AVP agreement?
How to terminate an AVP agreement?
To terminate an AVP agreement, the customer must submit a signed application expressing the intention to terminate the agreement. The application can be in a free format but must be signed by an authorized representative of the company and sent to [email protected].
In addition, the Administrator of User must terminate the network agreement and close the metering point in Datahub.
Termination of the grid agreement:
Open the “Agreements” section in Datahub, locate the relevant grid agreement, and select “Edit” on the right side of the metering point row. Then set the end date of the agreement.
Closing the metering point:
Open the “Metering points” section in Datahub, locate the relevant metering point, and select “Edit metering point”. Then change the connection status to “Disconnected”.
Once these steps have been completed, the AVP agreement can be terminated and the account in Datahub will be closed.

How can I add metering points?
Each grid operator, line owner, closed distribution network operator, aggregator, producer, and charging point operator has their own EIC code range, assigned by Elering. A market participant can only register metering points with EIC codes within their assigned range.
Steps to register a metering point:
- If you don’t know the next available EIC code, generate it in the Datahub:
- API service:
/eic/amount - Web interface: „Metering point bulk import“ page

- Add a new metering point with the required data:

- Before sending metering data, register a grid agreement.

In the field for the transmission grid EIC code, you must enter the substation’s EIC code. Substation EIC codes can be found here.
If the correct substation EIC code is not known, you may temporarily use the code 38A-1234567890-1, but this should be replaced with the correct code later.

According to the law, the Grid Operator is responsible for ensuring that the data submitted to the Estfeed Datahub is accurate, up-to-date, and enables correct accounting and data exchange.It is especially important that addresses are entered correctly, without typos, and in the proper format. To verify addresses, we recommend using the public service: https://xgis.maaamet.ee/adsavalik/. It is not allowed to change the type of the metering point. For example, a border metering point cannot be changed into a regular one. In such cases, a new EIC code must be generated and a new metering point added.
To update data via the web interface:
- Navigate to "Metering Points"
- Click "Search" or fill in one or more filter fields (you don’t need to fill in all fields)
- At the end of each row, there is a pencil icon that opens the edit window. The icon may not be immediately visible; use the horizontal scroll bar above the table to scroll right
- Make the necessary changes
- Click "Update" to save the changes

Border metering points are visible on "Border points" page. Metering data can be searched from regular metering data search based on metering point EIC code and period.
How often do I need to submit metering data to Datahub?

- By 10:00 each day, you must submit the metering data for the previous day.
- By the 5th day of each calendar month, you must submit the final data for the previous month.

Metering data can be added via both the web interface and the API, but before that, the metering point must be registered in Datahub, and a grid agreement should also be registered.
Adding metering data via the web interface:

- Go to "Metering Data" → "Template"
- Choose the appropriate parameters. For hourly data, timestamps must be on the hour. For 15-minute data, timestamps must be on the quarter-hour.
- Click "Download" to get the template
- Fill in the downloaded template with the metering data and save it to your computer. A guide for filling in the Excel template is available here: Submitting Metering Data via Excel. Adding a Reading Time value is optional; if left empty, the current time will be used
- Go to "Metering Data" → "Import" → select the file → click "Import"
If the file has no errors, the metering data should be uploaded or in the process of being uploaded.
How to check if the metering data was uploaded successfully. You can verify this in two ways:
- "Metering Data" → "Metering Data Status" → select the time range → click "Search"
- "Metering Data" → fill in the relevant fields → click "Search" → check if the uploaded data appears in the search results
Submitting metering data via API
Metering data can be submitted using the /meter-data service. After sending the data, you can check the processing status using the /meter-data/status service. More information is available on GitHub.

Estfeed Datahub only accepts correctly formatted files. Detailed formatting instructions are available in the GitHub guide.
Most common issues and solutions:
- 15-minute resolution: If the meter measures hourly, divide the quantity into four and submit it in 15-minute intervals.
- Metering point does not belong to the market participant: Check the EIC code.
- Metering point not found: Register the metering point before submitting data.
- Excel structure: The file must not contain empty or unnecessary sheets.
- Data format: Use plain text format, avoid formulas.
- Time and resolution: Start times must match the resolution (full hours or quarter hours).
- "Period start" and "Reading time": Format must match the template.
- Mandatory columns: Check the guide for required columns.
- EIC code on every row: Each row must include the metering point’s EIC code.
- Role compatibility: Only market participants with specific roles can submit metering data.
What does "Reading time" mean when adding metering data?

"Reading time" indicates the moment the data was read from the meter. It helps determine which data is the most recent in case of corrections.
This field can be left empty—in that case, the current time will be used.

Sometimes errors only appear during the processing. Therefore, you should always check the processing status of the metering data:
- Web interface: On the “Metering Data Status” page
- API service: /meter-data/status

You can check metering data via the "Metering Data" page in the web interface or through the API service: meter-data/search.
In the web interface:
- Fill in the metering point’s EIC code and select the period.
- You will then see the metering data and have the option to download it as an Excel file.
Note: In Estfeed Datahub, you can only view data for one metering point at a time. It is not possible to check data for multiple points simultaneously.

The Grid Operator has the right to correct their data if necessary. To do so, the updated metering data must simply be uploaded to the Datahub again.
It is important that the Reading time value is either left empty (in which case the current time will be used) or is later than the previously submitted data. This ensures that the new data correctly overwrites the old.
Please only correct data when an error has been identified. Uploading duplicate data (i.e., data with the same values) is not allowed if the actual metering values have not changed.

Agreement can be registered via web interface or API. To register agreement via web interface you need to navigate to "New agreement" page and add metering point EIC code, client EIC code and agreement validity period.
Please note, that:
- Grid agreements can't overlap in a metering point. Before you add a new agreement previous agreement needs to be ended.
- Metering point needs to be registered in Datahub and you need to be the owner of it.
- Please select a correct role, for example Open Supplier or Aggregator can't add Grid agreements.

How can I change the customer of a grid agreement?
You cannot change the customer of an active grid agreement. If the customer changes, the previous agreement must be terminated and a new one added. If the contract has not yet started, it can simply be deleted and replaced with the correct one.
You can modify grid agreements via the API or the web interface. To change an agreement in the web interface:
- Go to the "Agreements" page.
- Search for the correct agreement.
- In the search results, click the "Modify" button at the end of the row to open the editing window.
- Enter the end date in the "Valid until" field and click "Save"—this ends the contract.
- To add a new contract, click "New agreement".
- Enter the metering point EIC code, customer EIC code, and the start date.
- Click "Register new agreement". If the data is correct and does not overlap with an existing agreement, the new agreement will be successfully added.

According to the law, the Grid Operator is responsible for ensuring that the data submitted to the Estfeed Datahub is accurate, up-to-date, and enables correct accounting and data exchange. This includes customer data, and for proper data exchange, it is important that customers are added with a correct personal identification code, registry code, or, if a personal ID code is not available, a document number.
Customer data can only be updated via the API. To do this, use the service PUT /api/{version}/customer. More detailed information is available in the GitHub documentation.

How can I get access to a customer’s metering point and metering data to make an offer?

Under normal circumstances, access to a customer’s data is granted through an open supply agreement signed with the customer.
To make an offer, the customer can also share access via the Estfeed customer portal by using the "My Roles and Permissions" page. This allows the open supplier to view the customer’s metering data from the past year and the address of the metering point.
It is also possible to query the data of a legal person by confirming the existence of an external authorization. In this case, the open supplier confirms that they have a written authorization from the customer in a reproducible format. The use of authorizations is monitored.
How can I add a new open supply agreement?

A new open supply agreement can be added via the web interface on the "New Agreement" page or through the API. You need to provide the customer, the metering point EIC code, and the validity period.
Important considerations:
- The customer must have a valid grid agreement for the metering point that covers the entire period of the open supply agreement.
- The customer must not have an agreement with the previous supplier that includes a preliminary termination fee. In such cases, the customer must be informed before signing the new contract.
- If the metering point is currently on general service, the new agreement can start from the next day.
- If the new agreement causes the termination of the previous open supplier’s agreement, the start date of the new agreement must be at least 14 days in the future.
Does the previous open supplier need to terminate their agreement before I can add a new one?

No. The previous open supplier’s agreement is automatically terminated when a new agreement is added. However, the start date of the new agreement must be at least 14 days in the future.
I accidentally added an agreement to the wrong metering point—what should I do?
I accidentally added an agreement to the wrong metering point—what should I do?
If the agreement has not yet started, it can be deleted:
- Open the "Agreements" page in the web interface.
- Find the relevant agreement.
- Click the "Delete" button at the end of the row.
Note: Deleting the agreement does not restore the previous supplier’s agreement. We recommend notifying the previous supplier about the mistake.
How can I access metering data?
How can I access metering data?
Metering data can be viewed:
- In the web interface on the "Metering Data" page
- Via the API using the service: /meter-data/search
You can then view the metering data and also download it as an Excel file.
In Estfeed Datahub, it is only possible to view one metering point’s data at a time. Viewing data for multiple metering points simultaneously is not supported.
Additionally, you can use the Data Distribution service, which generates messages about new metering data. More detailed information about this service is available here.
Why is metering data missing?

If you have an active agreement in the metering point but metering data is missing for some periods then it is likely that Grid Operator has not added this data yet. Please notify Grid Operator or write us at [email protected].

There can be various reasons for incorrect or missing data. Most likely, metering data is missing for some metering points, or there may be issues related to agreements.
To help us investigate the issue more effectively, please:

Estfeed Datahub includes a functionality that enables submitting a change request to all affected parties in the case of retroactive agreement amendments. Provided that all parties agree to the change, an official change will be done.

When will the gas market start using Estfeed Datahub?
On 17 November 2026, the Estfeed Datahub data exchange platform will be introduced for gas market data exchange. This means that the Gas AVP will no longer be available, and all market participants must integrate with the new system. The currently used API integrations will not work in the new system. Migration to the new system is necessary to ensure the platform’s reliability and sustainability.
