Principles of reconstruction of the network
The technical solution requested by the client must not worsen the existing condition of the electricity network and the electrical installation to be reconstructed. The technical solution submitted by the client for the reconstruction of the electrical installation must be based on the technical principles of the reconstruction of an electrical installation of the transmission system. All costs related to the reconstruction of the electrical installation are covered by the client. The client organises the entry into contracts for land use and obtaining other authorisations for use and approvals necessary for the reconstruction of the electrical installation for the benefit of Elering. Together with the application for the reconstruction of the electrical installation, the client is obligated to submit a new route selection for Elering’s overhead line or buried cable to be relocated.
Stages of reconstruction
Replacing an overhead line with a cable line or relocating existing lines and substations is carried out in the following stages:
- Before signing the contract, the client draws up preliminary design documentation, which includes at least the route selection and profile as well as information about the cable to be installed, its transmission capacity (cross-section) and installation conditions (depth, distance between each other, installation method). When relocating a substation, the client’s preliminary design documentation must include the new location of the substation and the route selection of all power lines to connect them to the new substation. The corresponding technical requirements are provided by Elering. The selection of the site of the substation and/or power line route must include geodetic surveying, application for design conditions as well as design conditions, selection of the route or site together with conceptual solutions for the equipment (plan, profiles) to the extent necessary for applying for a building permit, all necessary approvals from interested parties and organisations, resolution of intersections with other utility lines, preparation of detailed plans if necessary, and assessment of environmental impacts. The approved site of the substation and/or route selection, preliminary design documentation and building permit as well as the necessary contracts for land use are handed over to Elering.

- Approval of the site of the substation and/or route selection by Elering:
- Elering draws up the terms of reference (procurement documents) for the design of the reconstruction of the network.
- Elering organises a public procurement for the reconstruction of the network in accordance with Elering's requirements an the prepared preliminary design documentation.
- Elering organises the construction and necessary dismantling work.
Submission of an application for reconstruction of an electrical installation
Elering accepts applications for the reconstruction of electrical installations in the portal for connection to the transmission system.
Elering submits an offer for a contract for the reconstruction of an electrical installation to the client within 90 days from the date of registration of a compliant application. If the analysis of the technical solution proposed by the applicant requires more detailed research, the deadline for submitting an offer may be longer. In the event of a longer offer deadline, Elering’s project manager for connections will notify the client thereof in writing.
The period of validity of an offer for a contract for the reconstruction of an electrical installation is generally up to 60 days from the date of submission of the offer to the client, unless otherwise provided in the offer. The offer deadline is not extended.
