Clients connecting to the network have the option to see the approximate available connection capacities in Elering's high voltage substations in the connection capacity application e-Gridmap https://vla.elering.ee/ on Elering's website in the case of which the transmission capacity of transmission lines does not need to be increased. The available capacities shown apply to clients whose connection requires the establishment of a new consumption and/or generation-oriented network connection.

When making an investment, it is important to estimate the costs of the investment. Therefore, it is necessary to assess where and how to connect a demand unit or a production device to the electricity network. The technical conditions issued by Elering specify the technical solution for the connection, its estimated cost, and the time required to build the connection point. Technical conditions are issued for direct connection to Elering’s electricity network.

To conduct a preliminary feasibility study, the client must submit an application for a pre-feasibility study through Elering's information system for connections egle.ee.

Elering carries out a preliminary feasibility study and issues technical conditions within 60 days from the acceptance of the application. A simpler solution takes less time.

It should be taken into account that the technical solution and connection fee presented subsequently along with the connection offer may differ from the results of the preliminary feasibility study if the initial state of the power system has changed due to the following circumstances:

  • new consumers or producers have been added or are being added to the network based on connection contracts both in Estonia and in a power system operating synchronously with Estonia, and this has a significant impact on the operation of the Estonian electricity system;
  • the requirements set out in the documents regulating the area of connection have changed;
  • existing generating units in Estonia or in a power system operating synchronously with Estonia have been closed or the closure thereof has been notified of, and this has a significant impact on the operation o the Estonian electricity system;
  • the electricity network or its configuration in neighbouring systems has changed, and this could not have been foreseen.

Procurement documents

To speed up the connection process, clients can request procurement documents for the construction work required in Elering’s electricity network to implement the planned connection before signing the connection contract.

To request procurement documents, the client must submit an application for procurement documents through Elering’s information system for connections egle.ee.

The accuracy of procurement documents to be drawn up by Elering depends on the accuracy of the information submitted by the client in the preliminary feasibility study and application for procurement documents and may change depending on new producers or consumers added in the connection application or changes to the power system.

Elering issues procurement documents within 4-6 months from the acceptance of the application, depending on the complexity of the technical solution.

The procurement documents issued by Elering are used in the performance of the connection contract if the scope of work stipulated in the connection contract is the same as that specified in the issued procurement documents.
