According to the standard terms and conditions for connecting to Elering’s electricity transmission system (hereinafter referred to as the connection conditions), all procedures related to connecting to the transmission system, preliminary feasibility study for connection, and the accompanying data exchange are carried out in the information system for connections egle.ee, in which data on the requested connection and necessary appendices must be submitted.

When submitting a connection application, it must be taken into account that the documents to be submitted should include both the generating unit and the installations related to the generating unit as well as the power lines and substations between the connection point and the generating unit.

If the technical parameters of the generating unit change at a later stage, both the technical solution for connection and the related connection fee may change accordingly.

To receive a connection offer, the client is required to pay the processing fee.

Elering will inform the client of deficiencies in the connection application within five days from the payment of the processing fee. The client has 20 working days from the submission of Elering’s notice to remedy the deficiencies in the connection application.

The connection offer is made to the client within 90 days from the acceptance of a proper connection application. The offer is valid for 60 days, during which a connection contract must be entered into.

The connection contract includes:

  • locations of the connection and metering point;
  • estimated amount of the connection fee and the fee for amendment of the connection conditions and the terms and conditions of payment thereof as well as the calculation thereof;
  • technical solution for connection with the basic electrical parameters of the connection point;
  • conditions for ensuring grid connection;
  • amendment of consumption and/or generation conditions;
  • terms and conditions of amendment and termination of the connection contract;
  • terms and conditions of the general part of the connection contract;
  • deadline for completion of the connection;
  • other terms and conditions.

The connection contract is entered into once Elering receives an acceptance of the offer at the latest on the last day of validity of the offer of a connection contract and provided that the client has submitted to Elering all the required data and documents together with the connection application. The singing of the connection contract is considered an acceptance of the offer of a connection contract.

When performing network calculations following the connection applications received from 1 May 2022 onwards, Elering uses a calculation methodology that does not require an additional increase in the transmission capacity of the electricity network when connecting generating and/or consumption-oriented capacities of connection contracts entered into in the same substation at the same voltage to a common connection point. All work to increase the transmission capacity of connection contracts to be merged will remain in force, but the need to establish multiple connection points will cease. From 17 March 2023, new generation-oriented clients to connect to the electricity network are subject to a requirement of security deposit

Pursuant to subsection 871 (1) of the Electricity Market Act (EMA), a security deposit is applied to all new clients as of the entry into force of the Act. As such, from 17 March 2023, all those who have submitted a generation-oriented connection application to Elering are obligated to provide the transmission system operator with a security deposit of 38,000 euros per megavolt-ampere (MVA) in order for the connection application to be accepted, pursuant to subsection 871 (1) of the EMA. Pursuant to implementing provision 1113 (14) of the EMA, the security deposit also applies to connection applications that have been submitted before the entry into force of the Act (17 March 2023) and to generation-oriented connection contracts that have been entered into and are being performed after 60 days have elapsed from the entry into force of the Act, i.e. in the case of pending connections, the security deposit must be submitted to the transmission system operator no later than by 16 May 2023 (last day for submitting the security deposit)

Terms and conditions of the security deposit 


According to the Electricity Market Act, a security deposit may be a guarantee from a credit institution, financial institution or insurance agent with an investment-grade credit rating or a deposit transferred to the system operator’s bank account no. EE882200221024551301 at SWEDBANK.

If the client provides the security deposit as a guarantee (i.e. not a deposit), it must be valid for at least three (3) years from the date of submission of the connection application. If necessary, the client is required to extend the guarantee or submit a new guarantee when entering into the connection contract. The renewed guarantee must be valid until the production start date provided for in the Electricity Market Act, which is to be determined by the parties in the connection contract.

From 17 March 2023, Elering can consider a connection application to be accepted after the transfer of a security deposit or submission of a guarantee, payment of the processing fee for the connection application, and assessment of the data submitted with the connection application as meeting the requirements set out in the terms and conditions for connecting to Elering’s electricity transmission system. The security deposit is returned to the client only if the client has commenced with generating electricity using a production device set out in the connection application or if the connection application was not accepted. If the client fails to submit the security deposit on time, the connection procedure is terminated.

Appendices to be submitted upon generation-oriented connection

To connect a generation-oriented generating unit or mixed installation, or to amend their generation and/or consumption conditions, the following must be appended to the application:

  • A decision to initiate or adopt a spatial plan enabling the construction of the electrical installation to be connected to the network;
  • To connect a production facility to the network in a public water body, the market participant shall submit to the network operator, together with the connection application, either a building permit pursuant to § 113¹ (1) of the Building Code or, in the case of an offshore wind farm, a decision recognising the environmental impact assessment report as compliant with the requirements pursuant to § 113¹ (2);
  • Documents confirming that the market participant wishing to connect to the network has a legal basis to use the property or building for which the grid connection is requested;
  • Location plan indicating the existing or requested location of the electrical installation and connection point, along with coordinates;
  • A payment order for the security deposit or a letter of guarantee;
  • Other important appendices to be appended to the application which the applicant considers necessary to submit.
Appendices to be submitted upon consumption-oriented connection

Upon connection of a consumer or a distribution system operator at a new connection point or the amendment of consumption and/or generation conditions at an existing connection point, the following must be appended to the connection application:

  • Location plan indicating the existing or requested location of the electrical installation and connection point, along with coordinates;
  • Description of the start-up and shut-down process of the electrical installation and description of the predicted operation, indicating all important factors affecting operation (if the power of a current-using equipment of an individual consumer to be connected to the electricity network exceeds 10 MW);
  • A list of generation modules to be connected under the distribution network connection application, as well as those already connected;
  • A payment order for the security deposit or a letter of guarantee;
  • Other important appendices to be appended to the application which the applicant considers necessary to submit.

If the data required in the connection application have been previously submitted by the client to the transmission system operator and there have been no changes thereto, the client may choose to not submit the required materials and instead refer to the previous application or letter in which the required data have been submitted.
