Price list and standard terms and conditions
From 1 July 2025, Elering is implementing the updated price packages for transmission service, which were approved by the Competition Authority by decision no. 7-3/2025-025 on 5 March 2025.

Change in the calculation of network fees for customers whose installation is connected to energy storage unit(s)
On 1 January 2026, an amendment to the Electricity Market Act will enter into force, pursuant to § 71 section 101 of the Act, under which no transmission charge shall be applied during the storage period to the quantity of electrical energy returned to the electricity network during the same period* for electrical energy stored from the electricity network in an energy storage unit, provided that at least one of the conditions set out in points 1–4 of § 592 section 10 of the Electricity Market Act is fulfilled.
* storage period - § 3, clause 224 , provides that the storage period is a calendar month during which the electrical energy taken from the electricity network and returned to the electricity network is considered stored electrical energy.
The referred conditions are as follows:
1) an additional metering point has been established for the energy storage unit in accordance with Section 67(11) of the Electricity Market Act

In this point, the additional metering point referred to may be established by customers for all electrical installations that include an energy storage unit (e.g. a hybrid installation including generation, consumption and storage). For the purpose of calculating the transmission charge pursuant to § 71 section 10¹ of the Electricity Market Act, the market participant is required to install the necessary metering equipment to measure the quantity of electrical energy stored in and discharged from the energy storage unit, in compliance with the following technical and procedural requirements established by Elering:
- Please inform Elering of the intention to establish a metering point by submitting the relevant application by e-mail to [email protected]. In the application, please specify to which connection point supply the energy storage unit has been added and submit the entire electrical installation single-line diagram starting from the transmission network connection point, showing the energy storage unit(s).
- On the basis of the market participant’s application and the single-line diagram of the electrical installation, Elering shall provide the customer with proposals regarding the location(s) where the customer is required establish the additional metering point(s);
- The customer shall submit to Elering the design for the establishment of the additional metering points, which should be prepared in accordance with Elering’s technical requirements General requirements of three-phase metering installation 35 kV…6 kV for additional metering point of battery energy storage system in electrical installation of the "General requirements of three-phase metering installation 35 kV…6 kV for additional metering point of battery energy storage system in electrical installation of the Client", which, inter alia, sets out requirements for equipment selection, interfacing with Elering’s commercial metering system, information to be submitted together with the design, etc. The documentation for the additional metering point submitted to Elering for review should be divided into several parts depending on the construction stages of the energy storage unit project, and the submitted documentation should contain a sufficient amount of technical information required by Elering to carry out conformity assessment of the additional metering point with the technical requirements. The structure of the documentation to be submitted to Elering is generally described below:
- documentation to be submitted at the beginning of the design works,
- documentation to be submitted at the end of the design works (as part of the detailed design),
- documentation to be submitted before equipment delivery and before the start of installation works,
- documentation to be submitted after equipment installation, after the configuration of energy meters or special metering devices, after the communication connection of energy meters or special metering devices with Estfeed or AMR for the transition period 01.01.2026 - 31.12.2026 and communication connection only with AMR as of 01.01.2027,
- documentation to be submitted after energisation of the metering system;
A more detailed description of the documentation to be submitted can be found in Chapter 5 of the technical requirements for the additional metering point.
- Elering shall review the project submitted by the customer within 30 days, granting either approval or proposals for supplementing the project.
- After approval of the final version of the project, the customer may establish the metering system(s), the completion of which should be notified to Elering. For the integration of properly established metering systems with Elering’s commercial metering system, the customer is required submit to Elering a confirmation of the readiness of the metering point. The additional metering point(s) established by the market participant shall be added to Elering’s commercial metering system for reading within 14 days from notifying Elering of their completion and submitting the relevant confirmation/declaration.
- Elering will organise and carry out periodic inspections of the customer’s additional metering point for the energy storage unit.

...there is no other consumption than the own consumption of the energy storage unit or the power plant, and the net capacity of the energy storage unit is at least 50 per cent of the consumption-direction transmission capacity of the metering point.
In such cases, the network fee shall be calculated on the basis of § 71 section 101 of the Electricity Market Act by Elering using the metering system installed at the connection point and the customer does not need to take any additional action.

In such cases, the network fee shall be calculated on the basis of § 71 section 101 of the Electricity Market Act by Elering using the metering system installed at the connection point and the customer does not need to take any additional action.

The energy storage unit provides the network operator with the flexibility service referred to in § 662 of this Act or the balancing service referred to in Article 2 section 3 of Commission Regulation (EU) 2017/2195, and the metering data measured by the special metering device are transmitted to the data exchange platform referred to in Section 421 of this Act.
The additional metering point referred to in this point may be established by customers for all electrical installations that include an energy storage unit (e.g. a hybrid installation including generation, consumption and storage) and, which provides the network operator with the flexibility service referred to in Section 662 of the Electricity Market Act or the balancing service referred to in Article 2(3) of Commission Regulation (EU) 2017/2195. The data validation requirements and the technical and metrological requirements applicable to the special metering device shall be established, pursuant to § 42 paragraph 3 section 10 of the Electricity Market Act, by a regulation of the Government of the Republics Electricity System Operation Network Code. According to the information provided by the Ministry of Climate, the requirements referred to in the Electricity System Operation Network Code are determined by network operators. As the requirements applicable to the special metering device largely overlap with the requirements for the additional metering point set out in point 1, Elering shall also apply, when establishing a special metering device, the Elering technical and procedural requirements set out in point 1. As the establishment of an additional metering point in accordance with the referred requirements may be time-consuming, Elering allows customers during the period 01.01.2026 to 31.12.2026 (hereinafter: the transition period) to use metering systems the establishment of which may be based on the derogations referred to in Elering’s document General requirements of three-phase metering installation 35 kV…6 kV for additional metering point of battery energy storage system in electrical installation of the General requirements of three-phase metering installation 35 kV…6 kV for additional metering point of battery energy storage system in electrical installation of the Client
In addition to the derogations set out in the referred document, customers are permitted during the transition period to transmit metering data to the Estfeed Datahub data exchange platform. Data may be submitted via the web interface or via an API interface:
- which requires an agreement for the use of the Estfeed live environment (information here);
- registration of the metering point is required (guide);
- Register the agreement to which you add the metering point EIC code and the agreement dates. You may add yourself as the customer (guide);
- 1-minute data for the 15-minute trading period in and out directions, transmission via API or upload using Excel (guide). - Information required by Elering: EIC code of the established metering point + authorisation to retrieve data from Estfeed Datahub for the purpose of determining the quantity of electrical energy stored from the electricity network into the energy storage unit during the storage period and the quantity of electrical energy returned to the electricity network during the same period.
The main differences of the metering system permitted during the transition period are as follows:
- the calculated total error of active energy measurement of a three-phase and four-wire metering system with a probability of 95% must not exceed 2.0%
- the accuracy class of the special metering device must not exceed 1.0%,
the metering system does not have to be connected to Elering’s commercial metering system, but it must be capable of transmitting one-minute data from the metering point to the electricity market 15-minute trading period to the Estfeed Datahub.

PLEASE NOTE! All of the above conditions apply to energy storage units whose connection to the electricity network has been agreed in a network agreement concluded with Elering or in an agreement on temporary use of a network connection. If the required agreement or arrangement has not been concluded, the connection process must be initiated in order to add the storage unit, detailed information on which is available on Elering’s website.
Standard terms and conditions
From 1 January 2024, Elering implements new standard terms and conditions for electricity network contracts and a new transmission service price list based on them. The Competition Authority approved the new price list on 28 September 2023 and the standard terms and conditions on 14 November 2023.
