Price list and standard terms and conditions
From 1 January 2025, Elering implemented the updated price packages for transmission service, which were approved by the Competition Authority by decision no. 7-3/2024-049 on 24 September 2024.

Elering’s price list for network service will change from 1 July
The Competition Authority approved the changes to Elering’s electricity transmission network service fees by decision no. 7-3/2025-025 of 5 March. The updated fees will take effect on 1 July 2025.
Elering’s current total fee for network services approved by the Competition Authority will not increase with the price change, which means that Elering will not earn additional revenue from the change. The fee is only payable for the transmission of electricity taken from the network; the supply of energy to the network continues to be free of charge.
The change affects major client connected to Elering’s transmission system, i.e. approximately 30 companies, which are mainly electricity distribution systems and a few major electricity consumers.
The change will maintain the higher share of charges independent of consumption volume (capacity fee and consumption point fee) in the network service fee. Since the costs of the transmission system are predominantly fixed costs that are not dependent on the amount of electricity passing through the network, continuing with this principle will help to move towards a more cost-based fee for network services.
At the same time, a higher proportion of charges that are independent of the consumption volume of the network service allows for a reduction in the growth of charges dependent on the consumption volume of the network service (electricity transmission fees).
In addition, the purpose of the transmission capacity-based capacity fee is to motivate network service users to review their reserved network capacities and make a considered decision about the transmission capacity of the grid connection they need. The actual use of the network service by many transmission service users is very small compared to the reserved network capacity, and the adjusted price list leads to an analysis of whether it would be reasonable to release some of the capacity to other network service users who would actually start using the released network capacity.
Network fees are designed according to the principle of fairness, whereby each client group in a voltage class contributes to covering the costs associated with providing network services to that client group through network fees.
Standard terms and conditions
From 1 January 2024, Elering implements new standard terms and conditions for electricity network contracts and a new transmission service price list based on them. The Competition Authority approved the new price list on 28 September 2023 and the standard terms and conditions on 14 November 2023.
