Quality
In accordance with the Electricity Market Act, the Competition Authority verifies whether market participants comply with the requirements of the Electricity Market Act and the legislation established on the basis thereof.
Minister of Economic Affairs and Communications Regulation No. 42 of 6 April 2005 approved the quality requirements for network services, which were amended by Regulation No. 51 of 9 June 2006.
The requirements for security of electricity supply define the time of restoring electricity supply in the event of power outages caused by malfunctions. An outage caused by malfunctions in the transmission system must be eliminated within two hours if the electricity supply to the consumption point is ensured through two or more 110 kV transformers or power lines, and within 120 hours if the electricity supply to the consumption point is ensured through one 110 kV transformer or power line.
Quality requirements for network services have been established by Minister of Economic Affairs and Communications Regulation No. 104:
- The network operator is obligated to register and keep separate records of all service operations set out in subsection 3 (3) of the “Network service quality requirements” and the time spent on carrying out each individual operation;
- The network operator is obligated to register and keep separate records of all outages registered at regional and individual consumption points and their duration, distinguishing between planned outages, outages caused by malfunctions and force majeure;
- The network operator is obligated to register and keep separate records of all complaints received from consumers related to the quality of electricity supply (including voltage quality). At the end of each financial year, the network operator submits data to the Competition Authority on the number of consumption points where the voltage quality does not meet the standard specified in section 6 of the “Network service quality requirements”;
- In the event of outages caused by force majeure, the network operator provides separate explanations for all incidents.
The most important criteria for service quality are the numbers of shutdowns and the amount of energy not supplied to clients:
