Elering organises the completion of design and construction work set out in the connection contract through procurements.

After the connection agreement has been signed and the first invoice for the connection fee issued on the basis of the payment schedule has been paid, Elering prepares the procurement documents and organizes the procurement(s). The client will be notified when the procurement has been published in the Public Procurement Register (RHR). The client has the right to submit comments on the procurement documents up to 7 days before the deadline for submitting tenders. Elering has the right to use procurement contracts concluded before the conclusion of the connection agreement to fulfill the connection agreement.

The construction of the connection point takes 18 to 30 months from the date of payment of the first invoice for the connection fee issued based on the payment schedule. If it is necessary to build new overhead lines or substations during the network connection, additional time must be taken into account if the need for planning or land contracts becomes apparent.

Elering will coordinate with the client, in accordance with the connection agreement, only the results of the procurement of electrical installation design and construction works related to the cost-based component of the connection fee. After the announcement of the winner of the procurement, the subscriber must pay the 2nd installment of the connection fee within 20 days of receiving the invoice, which constitutes the remaining part of the actual 70% of the connection fee for the stage. After receiving the 2nd installment of the connection fee, Elering will enter into a contract for design and construction work.

During the construction and completion of the connection point, Elering checks the compliance of the electrical installation built by the contractor to fulfill the connection agreement with the project and requirements.

Elering will notify the subscriber of the completion of the subscription agreement, after which the subscriber must pay the final / 3rd, installment. The final installment must be paid within 45 days of receiving the invoice.

Energisation and commissioning of grid connection

Consumer or distribution system operator

In order to introduce new consumption and/or generation-oriented capacity of the grid connection of a consumer or distribution system operator, including to energise the grid connection, the following requirements shall be previously met:

  • The grid connection to be ensured by Elering and the consumption point are ready to be taken into use;
  • The client's electrical installation is ready to be taken into use;
  • The client has paid all the fees to Elering;
  • The client has submitted the electrical design documentation of the electrical installation to Elering for approval at least fifty days before the requested date of energisation to the necessary extent and has obtained approval thereof at least seven days before the requested energisation;
  • The client has submitted an energisation application and has obtained approval thereof from Elering at least seven days before the requested date of energisation;
  • The client has submitted an energisation plan at least fourteen days before the requested date of energisation and Elering has approved thereof at least seven days before the requested date of energisation;
  • The client has submitted the details of its electrical installation to Elering to the extent required in the connection contract at least seven days before the requested date of energisation;
  • The client has checked the functioning of signals and controls with Elering in accordance with the information volume table form at least seven days before the requested date of energisation;
  • The client has submit an audit report conducted in accordance with the Equipment Safety Act to Elering at least seven days before the requested date of energisation;
  • All pre-synchronisation approval conditions established in chapter 6 of the connection conditions have been met with regard to the distribution system operator’s generating unit that requires the generation-oriented grid connection;
  • The client has entered into a network contract with Elering for the use of the consumption and/or generating capacity of the grid connection agreed in the connection contract.
Generating unit or mixed installation

In order to introduce new consumption and/or generation-oriented consumption capacity of the grid connection of a generating unit or mixed installation, including for consumption-oriented energisation of the grid connection, the following requirements shall be previously met:

  • The grid connection to be ensured by Elering and the consumption point are ready to be taken into use;
  • The client’s electrical installation is ready to be taken into use;
  • The client has made all the payments required by the date of issue of the energisation operational notification to Elering and properly performed all other obligations provided for in legislation and the contract entered into between the client and Elering;
  • The client has submitted the electrical design documentation of the electrical installation to Elering for approval at least fifty days before the requested date of energisation and has obtained approval thereof at least seven days before the requested energisation;
  • The client has submitted an energisation application and has obtained approval thereof from Elering at least seven days before the requested date of energisation. Elering shall review the energisation application within seven days from the submission thereof;
  • The client has submitted an energisation plan at least fourteen days before the requested date of energisation and Elering has approved thereof at least seven days before the requested date of energisation. Elering shall review the energisation plan within seven days from the submission thereof;
  • The client has submitted the details of its electrical installation to Elering to the extent required in the connection contract at least seven days before the requested date of energisation;
  • The client has checked the functioning of signals and controls with Elering at least seven days before the requested date of energisation;
  • The client has submit an audit report conducted in accordance with the Equipment Safety Act and, if the client’s electrical installation, including the ground loop, is connected directly to Elering’s electrical installation, a contact voltage report to Elering at least seven days before the requested date of energisation;
  • The client has entered into a network contract with Elering for consumption-oriented use of the grid connection agreed in the connection contract.

After fulfilling the prerequisites for energisation, Elering issues an energisation operational notification permitting te grid connection to the client.
