Limiting production-oriented capacity
According to the new connection fee system and development obligation, Elering is obliged to ensure sufficient transmission network capacity for clients, which is why Elering has started activities to develop the transmission network in advance. When connecting new power plants to the transmission network, the transmission network capacity will no longer be a bottleneck after the connection point is completed, but producers can generally start using production capacity immediately after the connection point is completed.
Flexible connection agreements concluded before the new connection fee system entered into force will remain valid between the customer and Elering in their original form.
Both the new and previous solutions are also in line with Directive 2019/944, which regulates the relevant topic.
Financial compensation for generation-oriented capacity limitation
According to § 39 (2) (1) of the Electricity Market Act, financial compensation shall be paid in the event of a production-oriented capacity limitation if this is provided for in the relevant methodology. Elering shall not pay financial compensation to the producer in the event of a production limitation if Elering has ordered the producer to reduce production on the grounds of ensuring the security of supply and balance of the system and all other options have been exhausted..
NB! Elering's methodology for compensation for generation-oriented capacity curtailment is being prepared and Elering will submit it to market participants for public consultation before its adoption.
