Regulations:

Elering AS Conditions for Connection to the Gas Transmission Network

As of 7 August 2026, the updated Elering AS conditions for connection to the gas transmission network are in force.

The conditions for connection to the Elering AS gas transmission network (hereinafter connection conditions) were updated due to the declining capacity of Elering’s gas transmission network dead-end pipeline system, which, in the case of a request for significant additional consumption capacity, would require extensive network reinforcement works. The updated connection conditions enable the provision of economically viable connection offers by allowing connection to the transmission network with flexible consumption-direction capacity. When connecting with flexible consumption capacity, the applicant is not required to cover the costs of increasing the capacity of the transmission network; however, in the absence of network resource limitations, the network connection can be used up to the full extent of the requested flexible consumption capacity.

At existing connection points, connection with flexible consumption capacity requires reconstruction works to enable gas flow limitation. The exact scope of the works depends on the existing network connection and will be determined during the preparation of the connection offer. In addition, clarifications have been made to the connection conditions to make the technical solution of the network connection clearer than before.

From 22 June 2026 to 23 July 2026, Elering conducted a public consultation with market participants regarding the amendments to the connection conditions prior to their implementation. No proposals or comments were submitted to Elering during the consultation.

More information about the public consultation with a more precise overlook of the amendments is available here.
