Electrical safety qualification
In order to ensure safe presence and work in Elering’s electrical installations and thereby reduce the potential risks of accidents and hazards, Elering conducts safety training and knowledge tests, as well as installation-based instruction.
Safety training and successfully completed knowledge tests give you the right to perform various tasks in Elering’s installations. Both the employees of Elering and of the contractor as well as visitors to the installation must have the necessary safety qualification.
Based on Elering’s safety requirements (in estonian), it is possible to apply for the following safety qualification levels for working in an electrical installation, depending on the nature of work:

Elering may suspend the rights to perform work obtained with a safety qualification in the event of a serious violation of safety requirements. Rights are restored after successfully passing the safety exam again.

Safety training
Safety training is based on Elering’s safety requirements to introduce potential hazards and the organisation of work and work processes necessary to ensure safety.
Safety training is conducted by Elering, and prior registration is required to participate in the training. To do this, send an application to the e-mail address [email protected], specifying the following information:
- Given name and surname and personal identification code of the person participating in training
- Level of safety qualification the person participating in training is intending to complete
- Professional qualification of the person participating in training; details of the qualification certificate
Safety exam
The safety exam is a knowledge test based on Elering’s safety requirements and safety training, the successful completion of which gives the right to perform various tasks in Elering’s installations. A successful result of the safety exam is valid for 36 calendar months.
Safety training is conducted by Elering, and prior registration is required to participate in the training. To do this, send an application to the e-mail address [email protected], specifying the following information:
- Given name and surname and personal identification code of the person taking the exam
- Level of safety qualification the person taking the exam is intending to complete
- Professional qualification of the person taking the exam; details of the qualification certificate
An additional prerequisite for obtaining the right of a switching operator is:
- completion of the high-voltage equipment switching operator training;
- completion of training based on Elering’s safety requirements (including switching safety requirements);
- three months of employment with a person holding the right of a switching operator; and
- completion of first aid training.
The safety exam is conducted in an interactive environment at a designated location and time. Exam sessions:
- February – only persons who have registered for the exam from December to January can take the exam
- May – only persons who have registered for the exam from March to April can take the exam
- August – only persons who have registered for the exam from June to July can take the exam
- November – only persons who have registered for the exam from September to October can take the exam
The safety exam is considered successfully completed if ≥90% of the answers are correct.
Installation-based instruction
Installation-based instruction is provided by the operation and maintenance coordinator of Elering’s respective installation. The purpose of the instruction is to introduce the operating and safety requirements of the installation and actions to take in an emergency. The following persons are required to receive instruction:
- visitors before visiting the installation. Visiting the installation is only permitted when accompanied by an employee of Elering;
- employee of a contractor before performing work.
