In March 2016, Elering, in cooperation with the Estonian Association of Architects, announced a design competition for a suitable design for the construction of a corner tower of the Harku-Lihula-Sindi 330/110 kV high-voltage line as a design tower in the Kuistlema bog in the area between the Ääsmäe-Haapsalu and Risti-Virtsu roads.

The aim of the design competition was to find the most architecturally and functionally suitable solution for the location, which would help to adapt the technical power line to the natural environment and raise awareness among Estonian people about the role of the power system in modern society.
The competition was won by the conceptual design “Soorebane”, authored by Part OÜ architects Sille Pihlak and Siim Tuksam.
Facts about Soorebane:
- The top of Soorebane is 45 metres above the ground
- Soorebane weighs 38 tonnes, a standard truss tower at this location would have weighed about 26–27 tonnes
- Soorebane is strong – the strength in its feet is up to 300 tonnes
- The maximum diameter of Soorebane is 1.66 metres and the maximum wall thickness is 22 mm
- The estimated lifespan of Soorebane is 50 years, but in reality, the lifespan is certain to be longer
- Soorebane was manufactured in a Romanian factory and brought to Estonia in 11 parts on three trucks
