In the coming weeks, Elering will be actively working on integrating its systems with the PICASSO platform and conducting the necessary testing for its adoption. Similarly to Estonia, system operators in Finland, Latvia, and Lithuania are also preparing to connect to PICASSO as soon as possible. System operators will share information regarding their integration timelines through their respective communication channels.
The integration with the PICASSO platform will not change the format in which balancing service providers submit aFRR energy bids to Elering, nor the format in which Elering sends aFRR activation orders to service providers. Therefore, market participants already active in the aFRR energy market do not need to make additional adjustments to their systems by the time of PICASSO integration.
In connection with the PICASSO integration, Baltic system operators will commence aFRR capacity procurement on the joint BBCM capacity platform on April 15, with the first delivery day on April 16. Additionally, on April 16, the border between Estonia and Finland will be opened for aFRR energy trading and imbalance netting.
