The connection of type B, C and D generating modules to the distribution grid must be coordinated with Elering. To receive an endorsement, the producer and the distribution grid company must submit to Elering data in accordance with the Requirements for Generators (RfG), the Grid Code on the functioning of the electricity system and connection conditions, and ensure the functioning of the necessary real-time measurement and remote control signals.
On the basis of subsection 55 (1) of the Electricity Market Act, the generating module must be in conformity with the technical requirements approved after the end of the testing period on the basis of the testing results, by the relevant system operator. As an exception, the conformity of generating equipment with a net capacity of over 5 MW shall be approved by Elering.
Categorization of generating modules:
- type A generating modules – voltage at the connection point is under 110 kV and the electrical maximum capacity is less than 0.5 MW;
- type B generating modules - voltage at the connection point is under 110 kV and the electrical maximum capacity is at least 0.5 MW but under 5 MW;
- type C generating modules - voltage at the connection point is under 110 kV and the electrical maximum capacity is at least 5 MW but under 15 MW;
- type D generating modules - voltage at the connection point at least 110 kV and the electrical maximum capacity is at least 15 MW.
Obligations of the distribution grid company
In accordance with Section 23 of the Grid Code on the functioning of the electricity system, the distribution grid company is required to submit to Elering by 1 February of each year data on each connected synchronous module and energy park module with regard to installed net capacity by each point where it is connected to the transmission grid.
Before issuing the final operational notification, the distribution grid company must verify that there are no complaints from the TSO regarding the functioning of real-time measurement and remote control signals forwarded by the producer to the energy system control centre.
If the connection of the generation equipment to the distribution grid results in the need to amend the generation and/or consumption conditions agreed in existing network contracts at the connection points between distribution and transmission system operator or between two distribution grid company’s connection points, the distribution grid operator must also initiate a connection process.
Producer’s obligations
The producers must comply with the conditions of the endorsement, which are set forth in detail in Chapter 6 of the Standard terms and conditions of connection to the electricity transmission system of Elering AS (Standardized conditions for connecting to the Elering electricity transmission system).
To obtain an endorsement, the required data must, in the case of a connection of type B, C or D generating modules to the distribution grid, be emailed to kliendihaldur@elering.ee by the producer.
The endorsement of type C and D generating modules is a paid service, for which the producer must pay a processing fee of 2,000 euros + VAT. The invoice shall be issue by Elering within three working days of the submission of the application, and the term for paying the processing fee is 21 days.
