Elering extended the deadline for tenders in the long-term procurement for frequency reserves
Elering extended the deadline for the submission of tenders in the public procurement for frequency reserves, announced this July, by three months to 14 July 2025.
The public procurement is organised for the acquisition of up to 500 megawatts (MW) of generation and storage capacity from the electricity market, which is necessary for the independent frequency management of the electricity system. The Baltic countries received a derogation from the European Commission that allows for the acquisition of reserves for eight years in advance as of synchronisation with the Continental European frequency area, i.e. up to 2033.
According to Erkki Sapp, Member of the Management Board of Elering, interest concerning the public procurement has been considerable, and as of now, 29 undertakings have registered for the public procurement.
“The deadline for the submission of tenders will be extended in relation to the amendment of the Electricity Market Act for fixing the connection fees to the transmission network as planned by the Ministry of Climate. Upon the entry into force of the amendments, the tenderers will be aware of the connection costs,” noted Sapp on the extension of the deadline. The exact time of the entry into force of the amendment to legislation is not known, but it has been planned to take place in the first quarter of 2025.
Elering intermediates the balancing service to balance providers via the reserves of balance responsible parties, which benefits the owners of electricity generation and storage capacities.
