Please find following information about the documents that are open for the public consultation.

 

Baltic TSOs (AS Augstsprieguma tīkls, Elering AS ja Litgrid AB) have launched a public consultation on the aFRR energy market concept document.
The concept document describes the aFRR standard product characteristics, processes related to MOL submission, bid activation, settlement, and the roadmap incl. relevant milestones related to the subsequent Baltics joining with the common European FRR energy marker platform (ie. PICASSO platform).

The materials for the public consultation consist of the following two (2) documents: 

  • Baltic aFRR energy market concept document
  • Public consultation on Baltic TSOs for Baltic aFRR energy market concept

We kindly ask market participants to provide feedback on the public consultation materials no later than by 15th of December, 2022 EOB. Please include your feedback to the feedback form („Public consultation questionnaire“), and send it to kristofer.vare@elering.ee
 

Elering and Conexus have started a public consultation on the amendment of the standard terms and conditions of the joint network agreement of the Estonian-Latvian gas zone.

The change in the standard conditions is related to the ban on the import of natural gas from Russia by both Estonia and Latvia.

We are waiting for feedback from market participants until 18.11.2022. Please send feedback to Ance.Ansone@conexus.lv and Hardi.Koduvere@elering.ee.

The Baltic TSOs have prepared a proposal on the Baltic common capacity market.

The proposal includes the principle for the establishment of a regional FCR, mFRR and aFRR capacity markets with common rules and processes for the procurement, sharing and exchange of balancing capacities in accordance with the Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing (hereinafter: EBGL) Article 33(1), and on the application of market-based allocation process pursuant to Article 38(1) of EBGL.

The materials for the public consultation consist of the following three (3):

  1. Baltic Proposal to Baltic Balancing capacit market rules in accordance with EBGL Article 33(1) and 38(1)
  2. Explanatory document to Baltic Balancing capacity market rules Proposals
  3. Public consultation questionnaire

The Baltic TSOs have also disclosed a document providing insight about the long term forecast of frequency restoration reserves (FRR) capacity volumes for the Baltic Load Frequency Control (LFC) block for period 2024-2031(„Baltic LFC block FRR dimensioning forecast 2024-2031“).
