PANGAZ to advise Elering on procurement organisation for Balticconnector mainland section
Elering has chosen Polish company Gornicze Biuro Projektow PANGAZ sp. z o. o. as consultant for construction procurement and technical solutions for the Balticconnector’s Estonian mainland sites.
PANGAZ won the state tender organised by Elering with an offer of 2.7 million euros. Elering concluded the contract with the consultant on Thursday.
PANGAZ will consult Elering on developing technical solutions for the 55-kilometre Kiili-Paldiski gas pipeline and the compression stations at Paldiski and Puiatu, as well as organisation of the turnkey construction tender. Tenders will be carried out on the basis of the documents to be compiled by PANGAZ at the start of the autumn, and the results of the tender must be announced in the first quarter of next year.
PANGAZ will also help to organise the procurements for owner supervision services during construction of the same sites, and will itself provide Elering with supervisory engineer services. As a supervisory engineer, PANGAZ offers engineering knowledge and skills for the design and construction of the mainland section sites of Balticconnector and will assess the compliance of the completed sites with the procurement and design documentation, making suggestions for improvement and monitoring their implementation if needed. The supervisory engineering services will last until the expected expiration of the warranties for the Kiili-Paldiski pipeline and the compression stations in 2022.
PANGAZ has previously been involved in a Poland-Czech Republic gas connection project, which will also enable them to share valuable knowledge on the gas industry during construction of Balticconnector on aspects such as construction and operation of the compression stations.
The maritime section of Balticconnector will be constructed by Elering together with the Finnish state-owned company, Baltic Connector OY.
Balticconnector will connect the Estonian and Finnish natural gas networks with a 150 km-long transmission pipeline, of which 80 km will run on the seabed. Compression stations will be built in both countries to transport gas. Together with upgrades to the Estonia-Latvia gas connection, the entire Balticconnector project will cost almost 300 million euros. The European Union will support the project with more than 200 million euros.
