Data Warehouse Development Reaches Everyday Data Flow Stage
Elering’s development of an information system for the open electricity market (data warehouse) has reached the seventh stage, which involves the management of everyday data flows. The stage primarily covers the submission of metering data to the system by network operators, its storage, and the provision of this data to market participants who are entitled to access it.
“A significant part of the information system has been completed at this time, and development work is proceeding on schedule, despite the summer vacation season,” commented Ingrid Arus, head of Elering’s electricity markets department.
The first two parts of the data warehouse’s seventh stage will be completed by the end of August, and development work on the third part will be concluded in October. In parallel with the metering data acquisition and storage interface, Elering is beginning development on the interface for requesting a customer’s metering data for preceding periods. This is primarily required by electricity sellers, in order to start making sales offers in September, and base the individual offers on the customer’s recent metering data if necessary.
The work completed on the data warehouse to date covers the code assignment, metering point metadata (including data on the parties and validity of the network contract), as well as information on the parties and validity of the sales contracts existing for that metering point. Development has addressed the concerns of both major and minor network operators – solutions are available for both machine interfaces and web-based submission and retrieval of data from the system.
All completed development has been tested and made available to network operators and sellers on Elering’s test server. All the necessary business rules for code assignment, contract changes and supplier switching have been implemented. The system’s live server will be ready to accept data by August 6th, and is currently undergoing testing.
Last week’s meeting of the data warehouse management group produced a decision to assign deadlines for network operators to integrate the metering point information they require into the data warehouse. This is important for ensuring that the sellers can meet the obligations placed on them by legislation. The deadline for submitting metering point information is August 31st, and the deadline for integrating the metering data into the system is September 15th.
Elering recommends that network operators contact it, in order to help them with the testing of the system and answer any possible questions. At the same time, Elering and its team are prepared to help with integrating the data into the data warehouse.
By the end of September, a web interface for household consumers will be developed, which will allow the consumer to view all the data about them that exists in the system.
The data warehouse supports the smooth opening of the electricity market on January 1st, 2013. The data warehouse is an information system being developed for the opening of the electricity market, and it will consolidate the metering data of electricity consumers and network operators, providing sellers with information on the amounts of electricity drawn by customers.
The development of the data warehouse is proceeding in cooperation with project managers from Codeborne, alongside with current market participants. The project’s management group includes representatives from the Ministry of Economic Affairs and Communications, the Competition Authority, the Data Protection Inspectorate, Elering, Eesti Energia, VKG Elektrivõrgud, Imatra Elekter, Nordic Power Management, Baltic Energy Services and Latvenergo Kaubandus.
