Data Warehouse is now open for consumers and sellers of electricity
In order to ensure equal treatment of market participants and the simplification of the process of changing electricity provider, Elering has launched the open market Data Warehouse at http://andmeladu.elering.ee. Data Warehouse contains information in connection with the consumption of electricity and electricity sales contracts.
According to Elering CEO, Taavi Veskimägi, launching Data Warehouse is one of the most important ways Elering will contribute to making the opening of the market as swift as possible. “Our Data Warehouse does not only accumulate consumption information. On today’s highly competitive market it provides more choice for consumers, and ensures equal opportunities with regard to open market operation for all electricity sellers. Data Warehouse is an important prerequisite for real competition on the open market in the future”, explains Mr. Veskimägi. “The development of Data Warehouse has not been easy, but in cooperation with the project manager at Codeborne, market participants and state authorities we remain on track. It is an IT solution for the electricity market that is attracting great interest among other European electricity system operators. In many countries similar solutions are not implemented until years after the opening of the electricity market”.
Data Warehouse will present information for consumers about their place of consumption (i.e. data related to measurement points), their address as well as information on respective network services and electricity sales contracts. Data Warehouse also shows electricity consumption information for the last 12 months. Consumption data is available for those with a valid contract for network services and an electricity sales contract.
Through Data Warehouse consumers may provide one or several sellers with authorization to access their consumption data, and optionally add an email address or a phone number to the system, so that sellers may contact them. The system also allows consumers to see who and when has accessed their consumption data.
Data Warehouse accumulates information on over 700,000 measurement points, and although most of them are already added to the system, the process of adding more measurement points continues in collaboration with network operators. In order to gain access to Data Warehouse, suppliers (i.e. electricity sellers and network operators) have to conclude contracts for the temporary use of the data exchange platform with Elering. By the end of November these contracts will be amended with additional technical instructions.
Elering is responsible for developing Data Warehouse and for further maintenance of the entire system. Network operators are responsible for the amount and quality of input data – first of all for the accuracy of measurements, hourly divisions and the correctness of consumer data. Open market suppliers provide up-to-date information on electricity sales contracts.
The development of Data Warehouse will continue and the system with all the functions agreed upon with market participants will be ready by 1 January (by the time the electricity market will be open as prescribed by law).
Data Warehouse is a safe information system developed in cooperation with the Data Protection Inspectorate. In order to use the system one should undergo an identification process similar to that used in other highly secure Internet systems. You can access Data Warehouse using your ID card, and login via Internet banks and Mobile ID will also be added shortly.
The development of Data Warehouse is being carried out in close cooperation with market participants and state authorities. The project management team includes representatives of the Ministry of Economic Affairs and Communications, the Competition Authority, the Data Protection Inspectorate, Elering, Eesti Energia, VKG Elektrivõrgud, Imatra Elekter, Nordic Power Management, Baltic Energy Services and Latvenergo Kaubandus.
The Estonian electricity market will be fully open on 1 January 2013 when every consumer will be able to select a suitable electricity supplier.
