Universal Service User Numbers Are Decreasing

According to statistics provided by Andmeladu, the data hub administered by Elering, the number of universal service users purchasing electricity is decreasing steadily. In addition, the number of fixed-term contracts is decreasing from month to month and the number of open-ended contracts is increasing.

At the moment, there are over 577,000 consumption points with electricity purchase contracts, and during the last month, the overall number of electricity contracts has increased by more than 600. Of those, according to the data given to the electricity sellers, approximately 408,000 consumption points use fixed-term contracts and 169,000 use open-ended contracts. The number of fixed-term contracts has decreased by more than 1,600 and the number of open-ended contracts has increased by more than 2,000 in comparison to last month.

At the moment, there are 136,000 consumption points that do not have an electricity contract or where universal service is used. This indicator has decreased by approximately 300 during the last month. In June, the number of consumers without a contract totalled around 19 per cent of all consumption points, though electricity consumed at these points totalled only around six per cent of all electricity consumed.

According to Andmeladu, over 600 consumption points will change their electricity seller in August, which is around average. Typically, changes in sellers are higher at the beginning of the quarter.

The market shares of sellers’ balance portfolios for the last few months can be seen in the table below. The calculation of portfolio shares is based on regional consumption capacities, which include network operators’ grid losses and universal service usage volumes. Supply to consumers fixed in advance has not been taken into account, as a result of which actual sales shares may differ slightly from those presented in the table.
