Elering is transitioning to a new national electricity data exchange platform
On the evening of 19 November, the transmission system operator Elering is commencing with replacing the national electricity data exchange platform Andmeladu, which was introduced in 2013 when the Estonian electricity market opened. The new Estfeed Datahub platform will be ready for use for interfacing with the IT systems of electricity undertakings on 22 November.
The data exchange platform is a large-scale information system, which gathers the data of network and supply contracts of electricity consumers and producers and the data of metering points and consumption/production. Based on the Electricity Market Act, the platform provides the registration of network and supply contracts and exchange of data between energy sellers and network operators, so that it would be possible to issue invoices and make offers to consumers where appropriate.
According to Marie Kalmet, Manager of System Services at Elering, updating the platform is necessary because the current version has been in use since 2013, which means that technologies were outdated and data volumes had increased many times. “Elering must ensure the sustainability of its service for Elering’s customers and market participants who are required to enter data in the platform by law,” Kalmet said.
An important motivation for transitioning to a new platform was also the change in market organisation arising from the guideline on electricity balancing from 1 January 2025, which establishes a transition to a 15-minute balancing period. “The objective arises from the requirement to balance the electricity system over a 15-minute period. To ensure this, the electricity market needs to have products with a 15-minute resolution, and the balance settlement must include metering data with a 15-minute resolution. As a result, network operators will start transmitting 15-minute metering data to the platform from 1 January,” Kalmet explained.
During the update of the data exchange platform, electricity undertakings will not be able to register metering points or contracts in the information system or request metering data from the platform. During the replacement of the data exchange platform, the Elering customer portal https://estfeed.elering.ee is also closed, and consumers and producers are unable to view data related to their metering points in the portal. Metering data is also unavailable in self-service portals of electricity undertakings during the transition period if data is requested from the data exchange platform. Electricity undertakings will inform their end consumers of when their systems will be interfaced with the Estfeed Datahub data exchange platform and ready for entering into contracts and displaying metering data as before.
Development of the new data exchange platform commenced in 2022. The platform includes data from more than 767,600 electricity metering points. The same transition will take place with regard to gas measuring points in the coming years.
