Transport statistics are electronic certificates issued in megajoules (MJ) in the biomethane register and transport statistics trading platform system, which prove the consumption of renewable energy in the transport sector.
The aim of transport statistics is to increase the spread of renewable fuels and reduce the amount of greenhouse gases (GHG) in the transport sector, as this sector accounts for approximately a quarter of the total GHG emissions in the European Union.
Across the European Union, renewable energy targets for the transport sector are formulated in the Renewable Energy Directive, the amendments to which entered into force in November 2023 are being transposed.
In Estonia, the sector is also governed by the Liquid Fuels Act, the Atmospheric Air Protection Act, and the Energy Sector Organisation Act. In addition, Minister of Climate Regulation No. 90 “Procedure for trading in statistics of biofuels, biomethane and electricity and trading in greenhouse gas emissions statistics” of 14 November 2022 is being adhered to.
Transport statistics are issued to the supplier of biomethane, renewable electricity or liquid biofuel for consumption for the purposes of subsection 1231 (5) of the Atmospheric Air Protection Act:
- with respect to whom a notation has been entered in the register of economic activities for release of fuel for consumption or termination of tax warehouse of fuel;
- a person or legal person who holds an activity licence for import of fuel, who makes available the electricity, gas fuel or hydrogen used in road vehicles and non-road mobile machinery, inland vessels, agricultural and silvicultural tractors and recreational craft, unless they are on the sea.
When biomethane is released for consumption, transport statistics are issued to the person who has deleted the guarantee of origin for biomethane in the biomethane register to prove consumption in the transport sector. Biomethane transport statistics are calculated based on the lower calorific value of biomethane.
When renewable electricity is released for consumption, transport statistics are issued to the supplier of electricity who has registered on the trading platform metering points through which electric vehicles are charged using electricity. Transport statistics are issued for renewable electricity released for consumption. For electricity consumed from the network, the amount that corresponds to the statistical percentage of renewable electricity is considered renewable electricity. In the case of consumption related to a production device of renewable electricity, renewable electricity is the total amount of electricity consumed.
When liquid biofuel is released for consumption, transport statistics are issued to the person who has recorded the release for consumption in the transport sector in the fuel handling database.
Transport statistics can be used to fulfil the obligations of the Liquid Fuel Act regarding the supply of renewable fuels and the Atmospheric Air Protection Act regarding the reduction of GHG emissions.

- By the 5th date of each month, transport electricity data is submitted to the electricity data exchange platform.
- By the 15th date of each month, the supplier submits a report to the Environmental Board, indicating the amount of biofuel released for consumption in the previous calendar month and the corresponding total energy data (subsection 24 (1) of the Liquid Fuel Act).
- By the 15th date of each month, the supplier submits a greenhouse gas volume report to the Environmental Board, indicating the amount of energy, gas fuel and biofuel used in road transport released for consumption in the previous calendar month and the corresponding greenhouse gas data (subsection 1233 (1) of the Atmospheric Air Protection Act).
Trading platform for transport statistics
Elering develops and manages the biomethane register and the trading platform for transport statistics, the aim of which is to issue transport statistics of biomethane and renewable electricity, transfer transport statistics of biomethane, renewable electricity and liquid biofuel, and meet the obligations for greenhouse gas (GHG) emission reduction. The biomethane register and the trading platform for transport statistics is located at biometaan.elering.ee.
The transfer of transport statistics of biomethane, renewable electricity or liquid biofuel is carried out through pre-trading or auction. Trading in GHG emissions statistics takes place bilaterally without registration of a preliminary agreement or through auctions.
Trading platform for transport statistics (in estonian)
The preliminary agreement and its terms and conditions are registered between the pre-trade seller and the buyer. Pre-trade seller is a person who supplies liquid biofuel, biomethane or renewable electricity for transport consumption and the buyer is a seller of fuel with the obligations specified in subsections 21 (1) and (9) of the Liquid Fuel Act and a person holding an import authorisation. The pre-trade seller is obligated, before issuing transport statistics, to transfer the transport statistics of liquid biofuel, biomethane or renewable electricity issued to them. The preliminary agreement must be registered on the trading platform and approved by the buyer by the end of the calendar month in which the renewable energy is put into consumption.
Liquid biofuel, biomethane and renewable electricity statistics can be sold by the person holding the respective statistics through auction. The respective statistics can be acquired by a supplier with the obligations specified in subsections 21 (1) and (9) of the Liquid Fuel Act. GHG statistics can be sold and acquired if the supplier has reduced the GHG emissions per unit of energy during the life cycle of the fuel by at least 6% compared to the baseline standard of the fuel during a calendar year, in accordance with subsection 1231 (1) of the Atmospheric Air Protection Act.
In addition, transport statistics can be used to fulfil the obligations of the Liquid Fuel Act regarding the supply of renewable fuels and the Atmospheric Air Protection Act regarding the reduction of GHG emissions. Calendar year obligations can only be met with transport statistics corresponding to renewable fuels consumed in the transport sector in the same calendar year.
The requirement for a biomethane register and a trading platform for transport statistics is established in subsection 26 (2) of the Liquid Fuel Act. Price of transport statistics
Pursuant to subsection 8 (1) of Minister of Economic Affairs and Infrastructure Regulation No. 90 “Procedure for trading in statistics of biofuels, biomethane and electricity and trading in greenhouse gas emissions statistics” of 14 November 2022, the system operator Elering AS publishes the weighted average selling price of transport statistics of biomethane, renewable electricity, renewable energy and greenhouse gases on a quarterly basis according to the methodology developed by the system operator Elering AS. The weighted average selling prices of transport statistics transferred through bilateral trading and auctions are published separately.
Transport statistics of renewable energy refer to transport statistics of liquid biofuel, biomethane or renewable electricity sent for sale from the fuel handling dataset to the trading platform for transport statistics.
Transport statistics of liquid biofuel, biomethane or electricity are national electronic evidence that proves the release of liquid biofuel, biomethane or renewable electricity for consumption in the transport sector.
Transport statistics of greenhouse gas emissions (GHG transport statistics) are national electronic evidence that proves the reduction in the total carbon dioxide equivalent mass in tonnes of greenhouse gas emissions related to fuel or energy supplied.
Weighted average sales prices of biomethane, renewable electricity, renewable energy and GHG transport statistics transferred through bilateral trading and auction in the first quarter of 2025:

No renewable energy transport statistics were auctioned in the first quarter of 2025. There were not enough successful biomethane auctions to publish data (due to the calculation methodology, data by type of transport statistics are not published in the overviews of quarterly average sales prices if the sample contains data from only one transaction).

No transport statistics of biomethane, renewable electricity or renewable energy were auctioned in the first and second quarters of 2024. In the third and fourth quarters of the same year, there were not enough successful auctions to publish data (due to the calculation methodology, data is not published in the overviews of quarterly average selling prices by type of transport statistics if the sample contains data from only one transaction).
