Renewable energy support schemes, which allowed for renewable energy support for the output of production devices under the terms and conditions set out in law, have ended.

Fixed-rate renewable energy support is no longer paid for production devices installed from 1 January 2021 and in the future, support is determined through reverse auctions. You can find more information about reverse auctions at https://elering.ee/reverse-auction.

According to the Electricity Market Act, the support is paid by the transmission system operator, Elering, and data on the state aid granted is entered in the “Register of state aid and de minimis aid”. The cost of financing the support is borne by the consumer according to the volume of network service consumption and the quantity of electricity consumed through the direct line. The financing of the support is described in more detail in the chapter on renewable energy charges.

Based on the statutes of the register of state aid and de minimis aid, the Ministry of Finance makes the data entered in the register available on its website, allowing the data to be downloaded in a reusable, or machine-processable, format.

A producer using wind as an energy source may receive support in accordance with section 591 of the Electricity Market Act until support has been paid in Estonia for a total of 600 GWh of electricity generated from wind energy in a calendar year. The calculation is separate for each calendar year. This quantity of generated and subsidised wind energy was last met in 2020 (27 November 2020 at 8:00 p.m.).

In December 2017, Estonia obtained a new state aid permit from the European Commission for the renewable energy support scheme, which has been published on the European Commission’s website, along with Guidelines on state aid for environmental protection and energy 2014–2020.
