Investment aid
Elering does not grant support for the purchase of production devices for renewable electricity. Renewable energy support is not paid for production devices installed from 1 January 2021 and in the future, support is determined through reverse auctions. P.S! If a production device has been granted state investment aid from 15 June 2022 or a decision is made regarding the production device to start the support period, as a general rule, guarantees of origin are not issued to the producer. As an exception, guarantees of origin may be issued to the producer only in the following cases:
- if, when paying out the support, income from guarantees of origin is deducted from the support in accordance with the rules for granting state aid;
- when the support received and the income from guarantees of origin are offset; or
- if the recipient of support has been identified through a reverse auction.

Support from the Environmental Investment Centre
The Environmental Investment Centre (EIC) opened a call for applications on 24 August 2023 to support companies in connecting production devices for renewable electricity to the network. Support is provided for connecting a production device for renewable electricity located in an industrial area or an area adjacent to an industrial area to the distribution or main transmission system.
Companies registered in Estonia (involving partners is allowed), except for companies that own and operate a closed distribution system, can apply for support. The connection capacity created as a result of the project must be at least 200 kilowatts and the connection point must be built no later than in April 2026. The application must be accompanied by a price offer or preliminary price offer from the network undertaking, and it is important that no contract has been entered into before the application is submitted (except in the case of de minimis aid).
For each megawatt added to the connection capacity of the distribution or transmission system, it is possible to receive a maximum of 305,000 euros in support, exclusive of value added tax, and there are no restrictions on the maximum amount of support. The budget for support is 8.8 million euros, which comes from the Recovery and Resilience Fund.
Applications are submitted through the E-grants environment. This is an ongoing application round, and applications are processed in the order they are submitted until the budget is exhausted or until 31 December 2024. All interested parties are invited to a virtual support information day on 7 September at 9 a.m., where the Ministry of Climate and the EIC introduce the terms and conditions for granting support. - The aim of the grant for solar panels of an apartment building is to support the ability of apartment owners to invest in activities that promote the energy efficiency of buildings and the use of local renewable energy.
- The aim of the Reconstruction Grant 2022–2027 is to finance the comprehensive reconstruction of apartment buildings and, as a separate activity, the replacement of gas, stove, or electric heating systems in apartment buildings with heating devices using renewable energy sources or the connection of these apartment buildings to the district heating network. The supported activities enable energy efficiency improvements for apartment buildings and promote the use of renewable energy.u

- Project grant provided under the Leader measure may include the construction of a water supply, sewage and wastewater treatment system, the electricity system and electrical installation, a new generation electronic communications access network and access road, and the purchase, installation and connection of related equipment to the relevant network (infrastructure investment).
