Guarantees of origin for biomethane
According to the Natural Gas Act, a guarantee of origin is an electronic document that the system operator Elering issues to a producer upon request and that certifies that the producer has produced biomethane.
A guarantee of origin issued in Estonia is used to prove the origin of the gas consumed.
A guarantee of origin is an electronic document issued to a producer upon request and which certifies that the producer has produced biomethane. A guarantee of origin can be purchased separately from the produced gas. To prove the consumption of biomethane, the guarantee of origin must be cleared against the actual gas consumption at the gas network (or isolated network) metering point.
In Estonia, Elering AS has been appointed as the administrator of the guarantees of origin system.
The area of guarantees of origin is governed by the Energy Sector Organisation Act, amendments to which entered into force on 28 May, transposing the amendments to the Renewable Energy Directive (RED II) in Estonia.
A guarantee of origin is valid for 18 months following the production of the respective energy unit (1 megawatt-hour), i.e. a guarantee of origin can be deleted to prove the origin of the energy consumed within 18 months following the production of the respective energy unit. A guarantee of origin can be transferred from one account to another account within 12 months following the production of the respective energy unit.
Starting from 2021, reporting on the release of biomethane for consumption to the Environmental Board is done digitally through the information system for guarantees of origin for gas based on the deletion of guarantees of origin for gas.
The information system through which guarantees of origin for biomethane are issued, transferred and deleted is located at biometaan.elering.ee. Registration in the information system and matters related to guarantees of origin and transport statistics are governed, among other things, by the standard terms and conditions for the use of guarantees of origin for gas.
Starting from 2025, Elering, as a member of the gas scheme of the Association of Issuing Bodies, issues guarantees of origin for biomethane that comply with the standardised The European Energy Certificate System (EECS).

In 2018, Elering issued 39,993 (MWh) guarantees of origin for gas to biomethane producers, of which 35,865 MWh were for biomethane produced from waste water sediment and 4,128 MWh from manure and biomass. The 39,993 guarantees of origin issued were consumed in the transport sector.
In 2019, Elering issued 63,080 (MWh) guarantees of origin for gas to biomethane producers, of which 50,834 MWh were for biomethane produced from waste water sediment and 12,246 MWh from manure and biomass.
In 2020, Elering issued 97,408 (MWh) guarantees of origin for gas to biomethane producers, of which 54,184 MWh were for biomethane produced from waste water sediment and 43,224 MWh from manure, biomass, biowaste and food industry waste.
In 2021, 152,352 MWh of biomethane was produced in Estonia, of which 55,567 MWh was produced from waste water sediment, 61,081 MWh from animal manure, 24,978 MWh from food industry waste, 5,897 MWh from biowaste and 4,829 MWh from other biomass.
In 2022, 168,271 MWh of biomethane was produced in Estonia, of which 35,365 MWh was produced from waste water sediment, 55,277 MWh from animal manure, 35,988 MWh from food industry waste, 37,635 MWh from biowaste and 4,006 MWh from other biomass.
In 2023, 210,617 MWh of biomethane was produced in Estonia, of which 33,583 MWh was produced from waste water sediment, 61,729 MWh from animal manure, 42,025 MWh from food industry waste, 69,965 MWh from biowaste and 3,315 MWh from other biomass.
In 2024, 275,282 MWh of biomethane was produced in Estonia, of which 35,091 MWh was produced from waste water sediment, 93,733 MWh from animal manure, 44,680 MWh from food industry waste, 78,713 MWh from biowaste and 23,065 MWh from other biomass.
