Who is entitled to receive renewable energy support?

Renewable energy support is paid on the basis of section 59 of the Electricity Market Act.

What do I need to do to receive support if my production device is registered as a recipient of renewable energy support?

To apply for a renewable energy support, the producer or a person holding the right to represent the producer must log in to Elering’s Renewable Energy Information System at green.elering.ee after the 4th–5th date of the month following production and submit a pre-filled in application for support by the 7th date. The support is paid to the bank account indicated in the application on the 21st date of the same month or the following business day.

Private individuals can also save automatic applications for support in Elering’s Renewable Energy Information System with an interval of once a month, quarterly or annually, in which case the system will automatically submit an application for support at the selected interval.

The automatic application for support can be saved in Elering’s Renewable Energy Information System by selecting “Devices” on the green.elering.ee page – clicking on the production device or by selecting “Change” – “Information related to support” – “Payment interval” (select the appropriate interval from the drop-down menu) – “Change”.

The minimum support payment is 5 euros, meaning that an application for support can be submitted once the support amount has accumulated to at least 5 euros.

Why are the production data and support base production data different?

There can be several reasons, some of the most common ones are the following:

  • The renewable energy support is paid for the netted quantity of electricity supplied to the network, not for the entire quantity of electricity supplied to the network.
  • According to the Electricity Market Act, no support is paid during hours with a negative exchange price.
  • If capacity is added to a production device, no support is paid for electricity generated with the added capacity, instead support is paid proportionally (see the following FAQ) to the capacity of the production device included in the support scheme.
What does proportional calculation mean and why is it used?

If a production device consists of several electrical installations and/or the support measures are different for each electrical installation, according to the law (subsection 58 (2) and section 1081 of the Electricity Market Act), in order to receive support, the condition must be met that electricity generated by each electrical installation is measured separately with a metering instrument that complies with the requirements of the legislation and the corresponding metering data is transmitted to the data exchange platform. In this case, the calculation of the quantity of energy of the support base is based on the corresponding metering data.

Since installing a metering instrument to differentiate production may not be cost-effective for small capacities, based on the fact that in the case of a production device with the same technology, the capacity and production of the production device are directly correlated, proportional differentiation of production is also enabled in such a way that the renewable energy support is paid proportionally to the capacity of the production device in the support scheme, based on the total capacity of the production device.

In the case of proportional calculation, the support is calculated proportionally to the capacity of the production device registered in the support scheme.

For example, in the case of a 15 kW subsidised device, where the capacity of the subsidised device has been increased to 50 kW according to a network contract, the support is calculated proportionally to the capacity in the support scheme. The subsidised production quantity is multiplied by the corresponding coefficient, in this case 15/50=0.3.

How is a production device registered?

To register a production device, the producer (network contract owner) must log in to Elering’s Renewable Energy Information System at green.elering.ee, fill in the device registration form, and upload the network contract related to the production device.

Whether and under what conditions can capacity be added to a production device receiving support?

If support is paid for a production device on the basis of subsection 59 (25) of the Electricity Market Act, the capacity of a production device, including the added capacity, must not exceed 50 kW. If the capacity of a production device exceeds 50 kW, the production device does not meet the conditions for receiving support and the producer is not entitled to receive support from the moment the capacity increase took place.

If the capacity of a production device, including the added capacity, remains below 50 kW, then adding capacity to the production device is not prohibited until the 50 kW limit is reached. No support is paid for electricity generated with the added capacity, and support is paid proportionally to the capacity of the production device included in the support scheme.

Adding capacity to a production device receiving support on other grounds

The capacity of a production device* together with the added capacity must not exceed the upper limit of the production device specified in the Electricity Market Act for the respective support measure, as the production device would then not meet the conditions for receiving support and the producer would not be entitled to receive support from the moment the capacity increase took place.

If the capacity of a production device, together with the added capacity, remains within the capacity limits prescribed in the Electricity Market Act, then adding capacity to the production device is not prohibited, but since the support scheme has ended, no support is paid for electricity generated with the added capacity; in this case, the support is paid proportionally to the capacity in the support scheme.

When adding capacity to a production device, the producer must immediately notify the payer of support by e-mail to [email protected], attaching to the e-mail the network contract entered into with a new system operator, which indicates the new capacity of the production device. The producer must also immediately notify the payer of support if storage devices have been added to the production device.

* For the purposes of legislation, production device is considered to be the equipment and modules located after a single connection point.

What to do if the owner of the production device changes?

Support is based on the production device. A change in the owner or manufacturer of the production device does not result in changes to the beginning and end of the support period.

If the ownership of the production device changes, please first send the network contract entered into in the name of the new owner to [email protected].

What to do if the data of a production device or producer changes?

In the event of a change in the data of a production device (production device is considered to be the equipment and modules located after a single connection point) or the producer, including a change in the capacity of the production device, a change in the metering scheme, a change in the data of the network contract related to the production device, the use of a storage device, or other such cases, the producer must immediately send respective information to [email protected].

Can I authorise an accountant or another person to submit an application for Renewable Energy Information System support?

A producer or a member of the producer’s management board can add authorised users to Elering’s Renewable Energy Information System. To do this, a producer or a member of the producer’s management board must log in to Elering’s Renewable Energy Information System at green.elering.ee – click on the producer’s name in the top right corner of the page – select “My data” – “Authorised users”.
