Dispute Submitted in Public Procurement of Data Warehouse Information System
The outcome of the public procurement of a meter data information system for the open electricity market was disputed by AS Proekspert.
Elering has announced that the most economically beneficial submission in the public procurement of a data warehouse information system was the joint bid by Tieto Estonia AS and Tieto Latvia SIA, which was disputed by AS Proekspert. The public procurement dispute committee’s hearing will take place this Thursday, March 15th.
The data warehouse being created will enable the consolidation and exchange of data between electricity consumers, network operators and sellers, supporting the operation of the electricity market and improving the customers’ ability to switch energy providers. The initial investment into the data exchange platform is being made out of Elering’s approved investment budget, while the annual maintenance costs will be paid by the network operators.
As part of the procurement, Elering is procuring a complete software and hardware solution for the creation of the data exchange platform. The public procurement was conducted as a published negotiated tender procedure, preceded by the qualification of candidates as bidders. A total of four companies qualified, three of whom submitted a bid, with the joint bid of Tieto Estonia AS and Tieto Latvia SIA proclaimed to be the winner.
The development of the data exchange platform is conducted in cooperation with current market players, and with the involvement of relevant state agencies. The project’s executive team is made up of representatives from the Ministry of Economic Affairs and Communication, the Competition Authority, the Data Protection Inspectorate, Elering, Eesti Energia, VKG Elektrivõrgud, Imatra Elekter, Nordic Power Management, Baltic Energy Services and Latvenergo Kaubandus. The members of the executive team have signed a cooperation agreement for the creation of a data exchange platform. The agreement is open to all other distribution network operators and participants in the electricity market.
