The Baltic transmissioon system operators Elering, AST and Litgrid have decided to enhance the measures of balancing the Baltic electricity system and avoid the imbalance with the Russian electricity system.

These measures, implemented from June 1st, are going to reduce the dependency  from the fast frequency control reserves situated in Russia. When Baltic TSO’s do not use the reserves in Russia, there is no need to pay Russia for using these.

The Baltic TSOs are going to balance the Baltic electricity system in a common way which enables to keep our electricity system in balance with the Russian system. Hereafter, the Baltic TSOs are only going to use the reserve capacities of the Baltic ja Nordic countries to control the balance of the Baltic electricity system.

Up until now, the Baltic TSOs used the frequency control service provided by the Russian energy company Inter RAO in addition to the local market participants.
