Approval
Connecting of type B, C and D generating modules to the distribution system must be approved by Elering. To obtain the approval, the producer and the distribution.
To obtain the approval, the producer and the distribution system operator must submit to Elering the data required by European Commission Regulation (EU) 2016/631 establishing a network code on requirements for grid connection of generators, the Grid Code on the Functioning of the Electricity System (in Estonian), and the Connection Conditions, and ensure the functioning of the necessary real-time measurement and remote control signals.
Pursuant to subsection 55 (1) of the Electricity Market Act, the generating unit must comply with the technical requirements, which is certified by the network operator to whose network the generating unit is connected after the end of the testing period and based on the test results. As an exception, the compliance of production devices whose net capacity exceeds 5 MW and which are connected to the distribution system is certified by Elering.
Division of generating units:
- Type A generating modules - voltage at the connection point is less than 110 kV and the maximum electrical capacity is less than 0.5 megawatts (MW);
- Type B generating modules - voltage at the connection point is less than 110 kV and the maximum electrical capacity is at least 0.5 MW, but less than 5 MW;
- Type C generating modules - voltage at the connection point is less than 110 kV and the maximum electrical capacity is at least 5 MW, but less than 15 MW;
- Type D generating modules - voltage at the connection point is at least 110 kV or the maximum electrical capacity is at least 15 MW.

According to section 23 of the Grid Code on the Functioning of the Electricity System (in Estonian), the distribution system operator is obligated to submit to Elering data on the installed net capacity of each connected synchronous power-generating module and power park module by connection points to the transmission system by 1 February of each year.
Before issuing the final operational notification, the distribution system operator is required verify the absence of any complaints by the transmission system operator regarding the functioning of real-time measurement and remote control signals transmitted by the producer to the energy system control centre in real time as well as regarding the submission of verified PSS/E models for generating units of at least 5 MW and PSCAD models for generating units of more than 10 MW.
If the connection of a producer to the distribution system requires changes to the generation and/or consumption conditions agreed in existing network contracts at the connection points between the distribution and transmission system operator or at the connection points between two distribution system operators, the distribution system operator is also required to initiate an additional connection process.

Producers are required to meet the approval conditions, which are set out in more detail in chapter 5 of Elering AS standard terms and conditions for connecting to the electricity transmission system.
To obtain approval for the connection of type B, C and D generating modules to the distribution system, the producer must send the required data by e-mail to the address [email protected].
The approval of type C and D generating modules is a paid service. The producer must pay a processing fee of 2,000 euros + VAT. The invoice is issued by Elering within three working days from the submission of the application, and the term for payment of the processing fee is 21 days.

Conditions for approval of type B generating modules
The connection of type B generating modules to be connected to the distribution system must be approved (application form is in Estonian) by Elering, for which Elering must be provided with data in accordance with legislation and Elering’s standard terms and conditions for connecting to the electricity transmission system, and the functioning of real-time measurement and remote control signals must be ensured.
During the construction period of the generating unit, the producer is obligated to transmit the following to Elering for approval, using the e-mail addres [email protected]:
- design documentation for a communication connection to be implemented in the energy system control centre in accordance with section 3.7 of the guideline “Requirements for data exchange related to the electrical installations of clients” of the Connection Conditions;
- list of measurement and remote control signals to be transmitted to the energy system control centre according to table “Data volume table for type B generating modules to be connected to the distribution system” (in Estonian) provided in chapter 6 of the guideline “Requirements for data exchange related to the electrical installations of clients” of the Connection Conditions.
Before synchronising a generating unit, the producer must:
- obtain Elering’s approval for the design documentation for a communication connection and for the table of measurement and remote control signals to be transmitted to the energy system control centre;
- establish a communication connection with the energy system control centre and test the functioning of the transmission of real-time measurement and remote control signals with the transmission system operator.
To open a communication connection, the producer must, after obtaining an approval for the design documentation for the communication connection, submit an application for opening a communication connection to the e-mail address [email protected] at least seven working days before the requested communication connection is established, indicating the producer’s contact person for data communication, the name of the site, and the requested date of establishing the data connection. The transmission system operator transmits the keys necessary to establish a VPN tunnel to the producer within five working days. Once the producer has configured their communication equipment, a suitable time for testing the communication connection must be agreed upon with the transmission system operator at least one working day in advance.
Within three months from the synchronisation of the generating unit, the producer, together with the energy system control centre, must test the measurement and remote control signals to be sent out in real time by a generating unit operating parallel to the system.
The final operational notification is issued for the generating unit, among other things, after Elering has confirmed to the distribution system operator that there are no complaints by the transmission system operator regarding the functioning of real-time measurement and remote control signals transmitted from the generating unit to the energy system control centre.

The connection of type C generating modules to be connected to the distribution system must be approved (application form is in Estonian) by Elering, for which Elering must be provided with data in accordance with legislation and Elering’s standard terms and conditions for connecting to the electricity transmission system, and the functioning of real-time measurement and remote control signals must be ensured.
Approval of type C generating modules is a paid service, for which the producer must pay a processing fee of 2,000 euros, plus value added tax. The invoice is issued by Elering within three working days from the producer’s request, and the term for payment of the processing fee is 21 days.
The producer is obligated to pay the invoice for processing fee at least 30 days before the requested date of synchronisation of the generating unit and transmit the following to Elering’s e-mail address [email protected] for approval:
- a single-line diagram from the generating unit to the connection point between the distribution system operator and the transmission system operator (also includes data on the generating unit’s cable and transformer);
- data sheets of technical parameters issued by the manufacturing plant for each specific type of power-generating facility of the generating unit;
- basic data of the generating unit in accordance with section 1.1.2 of Appendix 1 to the Connection Conditions;
- design documentation for a communication connection to be implemented in the energy system control centre in accordance with section 3.7 of the guideline “Requirements for data exchange related to the electrical installations of clients” of the Connection Conditions;
- list of measurement and remote control signals to be transmitted to the energy system control centre according to table “Data volume table for type C generating modules to be connected to the distribution system” (in Estonian) provided in chapter 6 of the guideline “Requirements for data exchange related to the electrical installations of clients” of the Connection Conditions.
The transmission system operator begins reviewing the documents submitted by the producer for approval once the invoice for processing fee has been paid.

- obtain the transmission system operator’s approval for documents submitted to Elering for approval within seven days;
- establish a communication connection with the energy system control centre and test the functioning of the transmission of real-time measurement and remote control signals with the transmission system operator.

- guaranteed total (PQ) diagram of the active and reactive power of the generating unit calculated at the connection point;
- basic data of the generating unit in accordance with section 1.1.2 of Appendix 1 to the Connection Conditions;
- design documentation for a communication connection to be implemented in the energy system control centre in accordance with section 3.7 of the guideline “Requirements for data exchange related to the electrical installations of clients” of the Connection Conditions;
- list of measurement and remote control signals to be transmitted to the energy system control centre according to table “Data volume table for type D generating modules to be connected to the distribution system” provided in chapter 6 of the guideline “Requirements for data exchange related to the electrical installations of clients" of the Connection Conditions.
- a plan for testing the compliance of the generating unit with the requirements of the Grid Code in accordance with the guideline “Requirements for the testing and preparation of a testing plan for the generating units of clients”;
- PSS/E and PSCAD models according to the guideline “Requirements for the preparation and modelling of electrical design documentation of clients” together with a report on simulation of cooperation.
The transmission system operator begins reviewing the documents submitted by the producer for approval once the invoice for processing fee has been paid.
